Tracfone will not call Norway cell phones

I tried calling a norwegian number cell to cell and it will not work. Is there a way to get this access?

You're right, according to this Tracfone international destinations list, you can only call landlines in Norway, not cell phones. The reason for this is that calling cell phones in Norway is too expensive for Tracfone to still make a profit on the minutes you purchase from them.
One thing you can do is buy a prepaid phone card for calling Norway, which you're probably already familiar with. Since I don't call Norway, I don't know which company is known for having the cheapest card for a particular country.
I did a quick search at this site:
and the cheapest rate I found for calling Norway cell phones was about 14 cents per minute. At the same time there were cards for calling Norway landlines for only 1.3 cents per minute. For your overall cost you have to factor in the cost of your Tracfone minutes as well.

That's the only option I can think of with actually using your Tracfone to make the call.
