No international texting

My brother has a Tracfone and I have one. He purchased his phone 2 years ago. I got mine recently. He can send and receive text messages from Lebanon, but I can't.

Is this a new policy? I purchased the Tracfone just to be able to use this option to text my parents. Is there any plan that one can buy, or is there any way one can change his mobile in order to make it work? Thank you

Thanks for the input. A couple of readers have mentioned that older Tracfones seemed to be able to text internationally but not the newer ones. I don't have a solution other than trying to find an old one, maybe on eBay.
