No $4 Usage Charge on Alltel Pay by the Minute

I have an Alltel pay by the minute started in Dec 08. We only use it very minimally. There has been no $4 usage charge and even though we make about 10 calls per month they have only charged 40 cents to the account since December... The only thing I have to do to keep the account active is to put $10 on the account every two months. So it's costing us $5 per month or $60 per year to have a cell phone available.

Note - we wanted cellphone availability not actual usage!
