I contacted Alltel's customer support to find out what you need to do to transfer the phone and credit card:

You should contact Alltel's customer support at:

1-800-335-6401

And give them your telephone number, and tell them you situation and that you want to do an Account Name Change.

To do this, they will send you an authorization code to your cell phone via text message. You then read the authorization code back to them to confirm and then they can go ahead and change the name and credit card information on the account.

It is easier if you call from another phone rather then your cell phone. This way you may be able to complete the process with one call.
