I can not call India. I dialed international 1-800 number that I had stored in the directory. I get a response saying: "for english, press 1. Then I dial the number starting with 011-91-city code-customer number. Screen shows 'call restriction'. I don't understand this.

Hi Moore,
You should be able to call both landlines and cell phone numbers in India according to their list of destinations.
I just tested this out successfully by calling the National Museum of History in Connaught Place in Delhi like so:
1. Dialed 1-800-706-3839 and pressed 1 for English
2. Dialed 011 91 11(city code) 23314849
(I always have to remind myself to skip the 0 in front of the city code when dialing from abroad.)
I got through to the museum's answering machine (it was pretty early in the morning there).
If this doesn't work for you, you need to contact Tracfone customer service and open a trouble ticket.
